What is the 8th Pay Commission?
The 8th Pay Commission is the next central government body mandated to review and revise the pay structure of central government employees and pensioners in India. The Union Cabinet approved the constitution of the 8th Pay Commission in January 2025. Its recommendations are expected to take effect from January 1, 2026, following the pattern of previous pay commissions.
Pay commissions are constituted approximately every 10 years to revise salaries, allowances, and pensions in line with inflation, economic conditions, and the government's fiscal position as tracked by the Ministry of Labour. The 7th Pay Commission was implemented in January 2016 with a fitment factor of 2.57, raising the minimum basic pay from ₹7,000 to ₹18,000.

The primary formula used by pay commissions to revise basic pay is the fitment factor multiplication. The fitment factor consolidates current basic pay, existing DA, and an additional hike into a single multiplier.
New Basic Pay = Current Basic Pay × Fitment Factor
Example (Pay Level 7, ₹44,900 basic, fitment 2.28x, X city):
New Basic Pay: ₹44,900 × 2.28 = ₹1,02,372
DA on new basic: 0% (DA resets to zero on implementation date)
New HRA (X city, 27%): ₹1,02,372 × 27% = ₹27,640

Basic Pay revision: Current basic pay is multiplied by the fitment factor to arrive at the new 8th CPC basic pay. To convert your revised basic to a daily salary rate, divide by the number of working days.
DA merges and resets: The accumulated DA (currently 53% as of Jan 2026) is absorbed into the new basic pay via the fitment factor. New DA starts at 0%.
HRA is recalculated: HRA shifts to 27% (X city), 18% (Y city), or 9% (Z city) of the new basic pay, replacing the older percentage on the older basic.

Gratuity and pension increase: Both use Basic + DA as the base. A higher 8th CPC basic directly raises retirement benefits, particularly for employees close to superannuation.

Why the wide range? The fitment factor accounts for DA merger (53% DA is already absorbed), an additional hike, and the government's fiscal headroom. A fitment of 1.92x would represent a real pay increase after accounting for the existing 53% DA. A fitment of 2.86x would be a more generous real hike similar to the 7th CPC jump.
Most likely scenario: Employee unions are demanding 2.86x. Government is expected to settle between 2.28x and 2.57x. When will the 8th Pay Commission recommendations be implemented? +
The Union Cabinet approved the constitution of the 8th Pay Commission in January 2025. Recommendations are expected to be submitted by end of 2025 and implemented from January 1, 2026, following the same timeline as the 7th Pay Commission. Arrears for any gap period will be paid out separately.
What is a fitment factor and how does it work? +
The fitment factor is a multiplier applied to the current basic pay to arrive at the new revised basic pay. For example, if your current basic is ₹44,900 and the fitment factor is 2.28, your new basic becomes ₹44,900 × 2.28 = ₹1,02,372. The fitment factor consolidates the existing DA and an additional real hike into a single number. Check your current Dearness Allowance amount to understand how much DA is being merged.
Does DA reset to zero after 8th CPC implementation? +
Yes. When a new pay commission is implemented, the accumulated Dearness Allowance (currently 53% as of January 2026) is merged into the new basic pay through the fitment factor. DA then resets to 0% on the implementation date. DA will start accumulating again based on CPI data from the Labour Bureau from the new base, and will be revised twice a year going forward.
Will my HRA change under 8th CPC? +
Yes. HRA is calculated as a percentage of basic pay. Under 8th CPC, HRA is expected to be 27% for X cities (metros), 18% for Y cities, and 9% for Z cities and rural areas. How does 8th CPC affect my PF and gratuity? +
PF is calculated on Basic + DA. After 8th CPC implementation, your basic goes up significantly while DA resets to 0%. As DA starts accumulating again from 0%, PF contributions will rise proportionately. Gratuity uses the formula (Basic + DA) × 15/26 × Years of Service. What is the minimum basic pay expected under 8th CPC? +
The minimum basic pay (Level 1 entry pay) under 7th CPC is ₹18,000. At a fitment factor of 1.92x, the minimum would be ₹34,560. At 2.57x it would be ₹46,260. At 2.86x it would be ₹51,480. Employee unions have demanded the minimum be set at ₹51,480 or higher. The final number depends on the commission's recommendations and government's acceptance.
Does 8th CPC apply to state government employees? +
